    Formation of an r8-Dominant Si Material

    The rhombohedral phase of Si (r8-Si), a promising semiconducting material, is formed by indentation together with the body-centered cubic phase (bc8-Si). Using a novel sample preparation method, x-ray diffraction is used to determine the relative volume of these phases in indented Si and allow observation of a distorted unit cell along the direction of indentation loading. Theoretical calculations together with these observations suggest the indent contains an intrinsic compression of ∼4  GPa that stabilizes the r8 phase.We would like to acknowledge and thank Beamline Scientist Ruqing Xu for his help in obtaining the X-ray data.     Automatic Knowledge Extraction from OCR Documents Using Hierarchical Document Analysis

    Industries can improve their business efficiency by analyzing and extracting relevant knowledge from large numbers of documents. Knowledge extraction manually from large volume of documents is labor intensive, unscalable and challenging. Consequently, there have been a number of attempts to develop intelligent systems to automatically extract relevant knowledge from OCR documents. Moreover, the automatic system can improve the capability of search engine by providing application-specific domain knowledge. However, extracting the efficient information from OCR documents is challenging due to highly unstructured format. In this paper, we propose an efficient framework for a knowledge extraction system that takes keywords based queries and automatically extracts their most relevant knowledge from OCR documents by using text mining techniques. The framework can provide relevance ranking of knowledge to a given query. We tested the proposed framework on corpus of documents at GE Power where document consists of more than hundred pages in PDF

    Macroprudential and monetary policies: implications for financial stability and welfare

    In this paper, we analyze the implications of macroprudential and monetary policies for business cycles, welfare, and financial stability. We consider a dynamic stochastic general equilibrium (DSGE) model with housing and collateral constraints. A macroprudential rule for the loan-to-value ratio (LTV), which responds to credit growth, interacts with a traditional Taylor rule for monetary policy. We compute the optimal parameters of these rules both when monetary and macroprudential policies act in a coordinated and in a non-coordinated way. We find that both policies acting together unambiguously improves the stability of the system. In both cases, this interaction is welfare improving for the society, especially in the case of the non-coordinated game. There is though a trade-off between borrowers and savers.     Brexit threatens the UK's ability to tackle illicit drugs and organised crime: What needs to happen now?

    BACKGROUND: The decision by the UK government to leave the European Union comes at a time when parts of the UK are experiencing a marked rise in reported gun and knife crimes. The health effects of Brexit will have serious consequences as to how the UK tackles this upsurge in drug-related crime. HEALTH POLICY PROCESSES: The UK's future participation with the EU's specialised agencies will depend on the detail of any agreement reached on future collaboration with the EU and its drug agency, the EMCDDA. CONTEXT: The EMCDDA provides the EU and its Member States with a factual overview of European drug problems and a solid evidence base to support debates on drugs policies. It also supports early warning initiatives and coordinates measures at national and supranational levels with Europol and supranational enforcement agencies. EXPECTED OUTCOMES: While these arrangements might continue throughout any transition period, those working within the sector require guidance and assurances from the British government about its long-term intentions after any transition. CONCLUSIONS: The scale of collaboration between the UK and European institutions is extensive. It is not clear how this might be replicated after Brexit. Yet an alternative framework of collaboration between the UK and the EU is clearly needed to facilitate shared and agreed approaches to data sharing and drug surveillance after Brexit

    Thermal evolution of the indentation-induced phases of silicon

    Novel phases of Si that are predicted to have industrially desirable properties can be recovered after indentation-induced pressure. However, the thermal stability of these phases is not well understood. Furthermore, in the past, different methods of annealing have resulted in conflicting reports on annealing stability and transformation pathways. This study investigates the thermal stability of several metastable Si phases called r8-Si, bc8-Si, hd-Si, and Si-XIII under furnace annealing, incremental annealing, and laser annealing using Raman microspectroscopy and electron diffraction. The temperature range of stability for these metastable phases is thus determined. Of particular interest, hd-Si is stable to a much higher temperature than previously reported, being the predominant phase observed in this study after annealing at 450 °C. This finding was enabled through a new method for confirming the presence of hd-Si by detailed electron diffraction. This high thermal stability generates renewed interest in exploiting this phase for industrial applications, such as strain-tailored solar absorption.J.E.B. would like to acknowledge the Australian Research Council (ARC) (No. FT130101355).
